When an evaluation makes sense
Property owners often begin this conversation before installing a heat pump, heat-pump water heater, EV charger, induction range, hot tub, addition, or other large load. Others are responding to repeated tripping, limited breaker space, aging equipment, an inspection report, or an insurer's request.

What shapes the scope and cost
The word 'panel' can hide several different projects. A quote may be affected by the service entrance, meter socket, utility-side capacity, grounding and bonding, panel location, trenching, repair of finished surfaces, circuit corrections, permits, inspections, and temporary power interruption.
Burlington coordination
Burlington Electric Department states that a licensed electrician should coordinate with BED for panel work, including scheduling a disconnect and reconnect. BED may also identify utility infrastructure work or charges after reviewing the electrician's application.

- Discuss downtime and inspection timing
- Plan for likely future loads, not only today's project
Program status matters
Efficiency Vermont reports that funding for the earlier Home Electric System Upgrade program had been fully spent or allocated by December 31, 2025. That closed funding should not be advertised as a current homeowner rebate. Always confirm current programs directly with the utility or program administrator before relying on an incentive.

Panel replacement versus a full service upgrade
Those are two different projects that get conflated. A panel replacement swaps the distribution equipment — breakers, bus, enclosure — without necessarily changing how much power reaches the property. A service upgrade changes the utility-side capacity: the meter, the service entrance conductors, and often the utility's own equipment. A property can need one without the other. An old panel with plenty of breaker space and an adequate service may only need the panel itself replaced; a newer panel on an undersized service needs the opposite. The evaluation is what tells you which one you actually have.
