Why the town name does not answer this

The Vermont Public Utility Commission states that Vermont has 17 electric distribution utilities and that each one has an exclusive service territory. Exclusive means no two utilities serve the same address — but it does not mean territories stop at town lines.

Vermont Electric Cooperative publishes a list of the towns where it serves members. That list includes Cambridge, Essex Town, Fairfax, Hinesburg, Jericho, Milton, Richmond, Shelburne, Underhill, Westford and Williston — towns where Green Mountain Power also serves customers. Both statements are correct at the same time, because the boundary runs through the town rather than around it.

The Commission also notes that the published territory map shows approximate boundaries, and that the official boundaries are a separate set of detailed maps held at its offices. So even the public map is a guide, not a determination for a specific parcel.

The three utilities serving Greater Burlington

Burlington Electric Department is a municipal utility owned by the City of Burlington and serves the city itself. Green Mountain Power is the state's largest distribution utility and serves much of the surrounding region. Vermont Electric Cooperative is a member-owned cooperative serving a set of northern Vermont towns, including several in this service area.

The fastest reliable check is a bill you already have. Every distribution utility identifies itself on the customer statement, and that statement is tied to the meter rather than to the town.

  • Look at the most recent electric bill for the property — the utility name is on it
  • For a property you do not yet own, ask the seller or agent which utility bills the meter
  • For new construction with no meter yet, the utility is determined by the parcel; ask the town and the likely utility early, because service application timelines differ
  • Confirm with the utility directly before relying on the answer for a service upgrade

Why this matters before an upgrade

A panel replacement that also touches the service entrance, the meter socket or the incoming supply is not purely an electrician's job. The utility has to be involved, and its process sets part of the schedule.

Getting the utility wrong early usually shows up late, as a delay: an application filed with the wrong company, a disconnect that was never scheduled, or a rebate the property was never eligible for. Establishing it before the estimate avoids all three.
